Pormal na nagsampa ng reklamo si Sebastian Z. Duterte sa Office of the Deputy Ombudsman for Mindanao laban sa ilang matataas na opisyal ng pamahalaan kabilang sina Interior Secretary Juan Victor “Jonvic” Remulla, Defense Secretary Gilbert Teodoro, dating Defense Secretary Eduardo Año, Justice Secretary Jesus Crispin Remulla, at iba pang opisyal ng Philippine National Police at Bureau of Jail Management and Penology.
Batay sa inihaing reklamo, kinasuhan ang mga nasabing opisyal ng walong bilang ng kidnapping at walong bilang ng arbitrary detention sa ilalim ng Revised Penal Code. Kabilang din sa mga ipinapataw na kaso ang paglabag sa R.A. 9745 (Anti-Torture Act), direct assault, expulsion under Art. 127 ng RPC, obstruction of justice, pati na rin ang mga paglabag sa Anti-Graft and Corrupt Practices Act o R.A. 3019.
Bukod dito, nakasaad din sa reklamo ang mga paratang ng serious dishonesty, gross neglect of duty, grave misconduct, disloyalty to the Republic of the Philippines and the Filipino people, oppression o grave abuse of authority, at conduct prejudicial to the best interest of service.
Ang reklamo ay tinanggap ng Ombudsman Mindanao nitong Setyembre 15, 2025, base sa tatak ng opisina.
