Hindi basta kopya ng parliamentary system ng ibang bansa ang Bangsamoro Parliamentary System.
Ito ang ipinaliwanag ni Bangsamoro Federalist Party (BFP) Cotabato City 2nd District Parliament Representative Candidate MP Atty. Naguib Sinarimbo, habang inihahambing niya ang sistema ng Bangsamoro sa parliamentary system ng ibang bansa, partikular sa United Kingdom o UK.
Sa isang video awareness post, sinabi ni Sinarimbo na bagama’t may pagkakahawig ang ilang bahagi ng dalawang sistema, mayroon ding malalaking pagkakaiba sa pinagmumulan at saklaw ng kapangyarihan ng Parliament.
Ayon kay Sinarimbo, naiiba ang sistema sa UK dahil hindi nagmula sa isang nakasulat na konstitusyon ang lahat ng kapangyarihan ng Parliament nito.
Ipinaliwanag niya na ang UK ay may constitutional system na nabuo sa mga batas, judicial decisions, conventions at tradisyon, kung saan malaki ang papel ng Parliament sa pamamahala ng bansa.
“So by tradition, na-evolve yung lahat ng kapangyarihan ay hawak ng Parliament,” paliwanag ni Sinarimbo.
Ayon pa sa kanya, ang iba pang institusyon ng gobyerno ay may mga kapangyarihang ipinagkakaloob o kinikilala sa ilalim ng sistemang umiiral sa UK.
Samantala, sinabi ni Sinarimbo na iba ang sitwasyon sa Bangsamoro.
Ang kapangyarihan ng Bangsamoro Parliament ay itinakda sa ilalim ng Saligang Batas ng Pilipinas at ng mga batas na nilikha para sa Bangsamoro.
Dahil dito, hindi umano tradisyon lamang ang pinagmulan ng parliamentary system ng BARMM.
“So hindi natin ito nakuha sa tradisyon. Ito ay nasa Saligang Batas… dahil ito ay substate, ito ay estado sa loob ng mas malaking Republika ng Pilipinas,” ani Sinarimbo.
Dagdag pa niya, may mga karagdagang kapangyarihan ding ipinagkaloob ng Kongreso ng Pilipinas sa Bangsamoro Parliament sa ilalim ng mga umiiral na batas.
Isa pa sa malaking pagkakaiba, ayon kay Sinarimbo, ay ang estruktura ng lehislatura.
Ang Bangsamoro Parliament ay unicameral, ibig sabihin, iisa lamang ang legislative chamber nito.
“Sa Bangsamoro, tayo ay unicameral. Ibig sabihin, iisa ang legislative,” saad ni Sinarimbo.
Sa kanyang paghahambing, binanggit niya ang UK na may House of Commons at House of Lords, habang may mga bansang gumagamit naman ng bicameral legislature gaya ng Malaysia.
Mahalaga umano ang pag-unawa sa mga pagkakaibang ito lalo na habang papalapit ang unang regular na parliamentary elections ng BARMM.
Sa ilalim ng Bangsamoro system, ang Parliament ay hindi isang hiwalay o independent na kapangyarihang walang limitasyon. Ang mga kapangyarihan nito ay nakapaloob sa Saligang Batas, Bangsamoro Organic Law at iba pang umiiral na batas ng Republika ng Pilipinas.
Dahil dito, sinabi ni Sinarimbo na kailangang maunawaan ng mga Bangsamoro ang tunay na katangian ng sistemang kanilang pinasok—hindi lamang kung ano ang tawag dito, kundi kung saan nagmumula ang kapangyarihan at paano ito ginagamit sa loob ng pamahalaan.
Sa madaling salita: Parliamentaryo ang Bangsamoro—pero hindi ito simpleng kopya ng Parliament ng UK o ng anumang ibang bansa.
